Ground-Water Projects--The primary ground-water project investigations within the Pacific Southwest area would be oriented toward artificial recharge. Purposes of these projects would be to reverse the deleterious effects resulting from over-development of ground water, increase conservation of local and imported water supply, and increase the quantity of ground water available for use. The objectives would include supplementation of natural recharge to regain recharge reduced by urbanization, conjunctive operation of surface- and ground-water reservoirs, reduction of ground-water overdraft and attendant water quality problems, stabilization of ground-water levels to halt progressively increasing pumping costs, and cessation of land-surface subsidence problems. Many ground-water reservoirs in the area are amenable to artificial recharge activities. Geologic, hydrologic, and cultural conditions would be investigated. Secondary ground-water project investigations would be local in scope, serving limited purposes such as water quality and drainage control, new demands for water from public development, and ground-water salvage from areas receiving recharge from large quantities of surface water, applied to or passing through relatively undeveloped ground-water basins. Investigation of projects to further exploit limited ground-water storage in developed areas is not recommended, although areas with undeveloped ground-water storage might be located and appraised. Power Supply Projects--Because of the limited undeveloped hydroelectric potential in the Pacific Southwest, thermal units are expected to provide for most of the area's growing power requirement. The major electric suppliers are planning and developing large thermal units using both fossil and nuclear fuels. Continued research and improvement in these developments can be expected in the future. Thermal units are proposed for development in combination with the water units. A portion of the steam produced is used in the water distillation process, and a portion of the generation is utilized in the water plant. Since the efficiency of these associated power units has a bearing upon the water cost, further investigation should be made to determine the most economical means of integrating the power and water units. A proposal to intertie the Pacific Northwest power system with the Pacific Southwest has been investigated.
