The Hon. Paul Fannin, Governor State of Arizona Page 5 February 1, 1961 River matters. The negotiators met for the first time in Las Vagas on December 5th. Arizona presented at that meting a statement "Position of Arizona" , copy attached, which received much attention, but that very attention is evidence of the necessity for Arizona's position being understood. Procedures were set for at least the initial stages of the negotiations, and, indicative of the disposition of all agencies to pursue the negotiations, there was agreement that another meeting would be called as promptly as a productive agenda could be formulated. Bureau of Reclamation representatives attended, reiterated its disposition to cooperate, and provided much the same views as to the practicability of the Marble-Kanab Tunnel proposal as had Arizona in earlier meetings with the City's representatives. Each agency agreed to inventory its data bearing on development of the Glen Canyon-Lake Mead reach of the river and to arrange for exchange of such data. On December 16 representatives of the Arizona Interstate Stream Commission, Arizona Power Authority, Central Arizona Project Association, Salt River Project, and Arizona Public Service Company met in Tucson with Secretary of the Interior-designate Udall to apprise him of Arizona's plan and most particularly of Arizona's unity in pursuing the plan. A representative of the Arizona Municipal Power Users' Association had planned to attend as evidence of the support of his organization, but was grounded by fog. Mr. Udall expressed satisfaction with and understanding of the program.
