Late 1964? Presidential Statement on Agreement With Mexico to Resolve Colorado River Salinity Problems The governments of the United States and Mexico have today approved an agreement reached between the Commissioners of the International Boundary and Water Commission, United States and Mexico, upon the measures to be undertaken to resolve the salinity problem on the Colorado River. The agreement, which was arrived at after extensive negotiations, fulfills the objective that was first announced by Presidents Kennedy and Lopez Mateos on March 16 and June 30, 1962, and which I reaffirmed with President Lopez Mateos on February 22, 1964, and with then President elect Diaz Ordaz less than a month ago, to agree upon and put into effect remedial measures within the shortest possible period of time.
