The agreement, which was arrived at after extensive negotiations, fulfills the objective that was first announced by Presidents Kennedy and Lopes Mateos on March 16 and June 30, 1962, and which I reaffimed with President Lopes Mateos on February 22, 1964, and with then President elect Dias Ordas less than a month ago, to agree upon and put into effect remedial measures within the shortest possible period of time.
