Mexico's Counter Proposal Mexican Commissioner proposed reconsideration of "by-pass" alternative - on basis of United States by-passing 90,000 acre-feet of its waters in winter months and in May and September. 3. Analysis a) Mexican proposal would permit 1.5 salt balance; but, b) Mexico's proposal included no commitment by Mexico in scheduling its treaty deliveries. c) Under Mexico's present schedule, which includes only about 50 days of minimum deliveries, the United States would have to release as much as 60,000 acre-feet from storage. 4.
