BOX 1859 JUL 31 1964 Dear Harry: The Mexican Commissioner has proposed, that for operation of a river bypass during the winter months 1964-65: 1) Morelos diversion gates could be closed for about 40 days, October 12-November 20, 1964. 2) The diversion gates could be closed for an additional 10-day period, January 21-30, 1965. 3) The waters bypassed during the 40-day period (55,000 acre-feet) and those bypassed during the 10-day period (14,000 acre-feet), a total of 69,000 acre-feet, be partially compensated by excess waters amounting to about 31,000 acre-feet over and above the Mexican schedules during the months of October and November, not including the bypass periods. 4) The remaining quantity of bypassed waters, about 38,000 acre-feet, be made up by waters over and above the Mexican schedule during the month of August 1964. The Mexican Section proposal for procedures to make up the by-passed waters will, of course, require clearance with the Department of the Interior. Since the make up waters would have to be released from storage in any case, I perceive no objection to the proposed procedure as an emergency interim measure. These proposed arrangements will need to be completed within the next few days if the rescheduling is to be approved and accomplished by the Bureau of Reclamation in August as proposed. Enclosed are two copies of a chart showing the Mexican proposed schedule for the 1964-65 winter months furnished by the Mexican Section which shows graphically their proposed pattern of deliveries. If you have no objection to the Mexican proposal, I suggest that it be discussed with the Department of Interior in Washington to determine whether or not it can be feasibly carried out by the Bureau of Reclamation.
