On July 8 the Mexican Commissioner informally inquired as to the possibility of extra deliveries of Colorado River waters for the coming month of August, as well as certain adjustments in deliveries for subsequent months. This was reported in my letter of the same date to Mr. T. R. Martin, and under date of July 16 the Department replied by telegram. Today I called on the Mexican Commissioner regarding this subject and said that while I wanted to carefully avoid raising any false hopes, the authorities of my Government had agreed to consider the possibility or arranging the sluicing releases so that they would conform more closely with the irrigation requirements of the Mexicali Valley. For their consideration these authorities would like to have more specific information as to the volume required by Mexico in August, September and the schedule for winter deliveries. The Mexican Commissioner said that all waters received during August and the first part of September would necessarily be diverted and used. He confirmed an increase of about 25,000 acre-feet desired in August which would amount to an average rate of 400 e.f.s. He also mentioned that about 350 e.f.s. extra is needed during the first half of September, but said this was not so important as the amount desired for August. I inquired if 1000 e.f.s. were released in August for sluicing, how such Mexico would divert, and the Mexican Commissioner indicated all of it, because of the great need. I asked him if he could furnish a schedule of diversions for the winter months. The Mexican Commissioner said in general they would want to have two types of discharges during these months: 1) A minimum of about 25.5 e.n.s. (900 e.f.s.) which they would waste, except for the San Luis deliveries, and 2) The second type of delivery of about 65 e.n.s. (2260 e.f.s.) which they felt would provide tolerable salinity.
