My dear Mr. Secretary: There is growing concern within the seven Colorado River basin states over the dispute with the Republic of Mexico and the delivery of Colorado River water to Mexico in excess of requirements of the 1944 Treaty. The Committee of Fourteen, appointed by the Governors of the Colorado River basin states to represent the interests of the several states in this international problem, has sought diligently for some practical means of reaching an equitable solution to the problem since early in 1962. In mid-February of 1964 the Governors of the basin states requested of President Johnson that our Committee be given the opportunity of discussing excess water deliveries and related problems with appropriate representatives of the Departments of State and Interior at an early date. The President replied to the requests promptly and expressed his approval of such a meeting at a mutually conventent time for a review of the problem. Our previous effort to arrange a meeting during April failed because certain interested persons had other previous committments. I have now been requested by the Committee to arrange for a meeting in Washington at the earliest practicable date. It is respectfully requested that we be given the opportunity of meeting jointly with appropriate representatives of your Department and representatives of the Department of the Interior for a thorough exchange of views on this pressing problem. It is requested that the meeting be held on June 1 or June 2, 1964 if possible.
