REPORT OF COMMITTEE OF FOURTEEN ON MEXICAN SALINITY PROBLEM - MAY 9, 1963 In April of 1962 the Committee of Fourteen was formed at the request of the Commissioner of the United States Section of the International Boundary and Water Commission by the appointment of two members of each of the governors of the seven Colorado River Basin States to assist in the resolution of the international problem which arose from the discharge of the Wellton-Mohawk Project drainage waters into the Colorado River. The Committee met in Phoenix, Arizona on April 24 of this year to consider the Bureau of Reclamation's report entitled, "Special Studies, Delivery of Water to Mexico" dated February 1963. Recognizing that in the interest of international comity an effort should be made to reach an amicable solution with Mexico concerning the basic problem in the water delivered pursuant to the Mexican Water Treaty of 1944, but that the solution must be without detriment to the joint and separate interests of the concerned entities within the seven Colorado River Basin States, the Committee has carefully considered all of the factual data made available, as well as the numerous proposed solutions which have been presented. The proposal of the Bureau of Reclamation in its report to expend $6,000,000 for phase 1 for the construction of additional wells, installation of tile drains, and associated facilities in the Wellton-Mohawk Project meets with the approval of six of the seven states only so long as these works are operated in conjunction with a by-pass channel, but approval of this construction does not imply, on the part of the six states, acceptance of the proposed phases two and three of the Bureau of Reclamation report. The representatives of the six states recommend the construction and operation of a channel to convey drainage effluent from the WelltonMohawk Project to a point below Morelos Dam, the Mexican point of diversion on the Colorado River, to the extent that such by-passed flows are in excess of the amount creditable to the United States under the schedules provided for in the treaty. The expenditure of the $6,000,000 is compatible with the operation of such by-pass channel as it facilitates selective pumping to the end that the more saline waters can be pumped when the by-pass channel is in operation and the less saline waters can be pumped when such water is being delivered above Morelos Dam.Epson Perfection 4870 Photo, 400 dpi, 8 bit, 2,790,593 byte
