UPAYA POLRI DALAM MENANGGULANGI TINDAK PIDANA TERORISME DI WILAYAH DIY

The criminal action of terrorism is every people of which intentionally use violence or the intimidation of violence that emerge the terror climate or the frightening feeling towards the people extensively or caused massive victims by seizing the impendence or death and other person’s property, or caused any destruction or damage toward strategic vital object or life environment or public or international facilities. By the establishment of the Laws Number 15 of 2003 on the Elimination of Terrorism Criminal Action, thus significantly the government of Republic of Indonesia conducts war towards terrorism. In addition of the Laws Number 15 of 2003 on the Elimination of Terrorism Criminal Action, Indonesia also has Special Department that is the Particular Unit of Indonesia Police Force to overwhelm terrorist in Indonesia of which was validated by the Head of Regional Police of Metro Jaya Inspector General Firman Gani in August 26th of 2004. The method of research conducted in this legal research was using normative legal research; it was used secondary data as primary data by the shape of regulation, books, literature, the result of research, and through interview to source persons. The result of research gained is the efforts of Indonesia Police Force to overcome the terrorism criminal action is the preventive, preemptive efforts, and repressive efforts. The barriers faced by Indonesia Police Force in overwhelming terrorism criminal action, i.e. the group of terrorists in hiding having mutual mix to the society thus this matter brings difficulties to the members of Police Force to conduct initial detection towards the perpetrator. In daily life, they always mix to the society, thus the apparatus feel difficult in differentiating. The terrorist always move into wherever place in short period. The terrorist always look for shelter in religious organization of which exists in social environment. The existence of propaganda behalf of the perpetrator concerning on the activity of terror is an official terror activity and corrected by God. The web of terrorism is indicated as coordinated in international regional scale
