O DECLÍNIO DA INFLUÊNCIA INTERNACIONAL DO BRASIL: DE UM PAÍS EMERGENTE PARA UM ESTADO VOLTADO PARA DENTRO

Why has Brazil’s international influence subsided? From 2003 to 2014, Brazil fostered its socioeconomic development and pursued an assertive foreign policy that raised its international profile. Besides promoting regional integration, with Mercosur and UNASUR, Brazil played an important role in international coalitions such as the BRICS and the G 20. However, those initiatives have lost momentum from 2015 onwards. This paper aims to explain the decline in Brazil’s international influence. We hypothesize that Brazil’s politico-economic crisis, caused by domestic power struggles and international reaction to its ascent, has weakened its position as an emerging country. International systemic constraints are important, albeit not enough to account for such a setback. A comprehensive explanation needs to take in consideration both geopolitical factors and domestic power struggles.Por que a influência internacional do Brasil diminuiu? De 2003 a 2014, o Brasil promoveu seu desenvolvimento socioeconômico e adotou uma política externa assertiva que elevou seu perfil internacional. Além de promover a integração regional, com o Mercosul e a UNASUL, o Brasil desempenhou um papel importante em coalizões internacionais como o BRICS e o G20. No entanto, essas iniciativas perderam força a partir de 2015. Este artigo tem como objetivo explicar o declínio da influência internacional do Brasil. Nossa hipótese é que a crise político-econômica do Brasil, causada pelas lutas pelo poder domésticas e pela reação internacional à sua ascensão, enfraqueceu sua posição como país emergente. As restrições sistêmicas internacionais são importantes, embora não sejam suficientes para justificar tal revés.
