During the First World War the centre of diplomatic gravity moved from the Corps Diplomatique to the Military Agents. This was also the case in Belgium, where the Russian military attaché, A.K. Prežbjano, dominated the relationship between Belgium and Russia. He was responsible for a series of decisive actions, e.g. the creation of a Belgian expeditionary force for Russia, the negotiations over the exchange of Russian soldiers for French armament.
