Japonya'nın Terörle Mücadele Politikası Bu çalışma Japonya'nın terörle mücadele politikasını ulusal ve uluslararası boyutta ele almaktadır. Japonya dünyanın en büyük ekonomilerinden birisi olmakla beraber, hoşgörü, saygı ve toplumsal uzlaşıda da başı çeken ülkelerdendir. Bu sebeplerle Japonya akademik çalışmaların ilgi odağı olmaya devam etmektedir. Diğer yandan Japonya'da ekonomik olarak yakalanmış olan gelişmişlik, siyasi ve askeri meselelerde noksanlığını bu tarihe kadar hissettirmiştir. Japonya'nın terörle mücadele başlılığı altında tercih edilmesinin sebebi ise bu konuda emsallerine göre farklı bir örnek teşkil etmesidir. Bu çalışma genel olarak terör ve terörizmin kuramsal çerçevesi, Japonya'da modern terör, Japonya'nın terörle mücadelede güncel sorunları ve Japonya-ABD ittifakı başlıkları altında şekillenmiştir. Çalışma boyunca Japonya tarafından terörle mücadelede tercih edilmiş olan ulusal ve uluslararası girişimler, ülkenin bu alandaki tutarlılığını görmek için karşılaştırma metodu ile ele alınmıştır. Sonuç olarak Japonya'nın bu zamana kadar izlemiş olduğu terörle mücadele politikalarının, müttefiklerine ve diğer ülkelere kıyasla çok daha yumuşak, yapıcı ve risk almaktan uzak olduğu görülmüştür. Çalışmanın etkisi bağlamına gelince, bu zamana kadar kısmen değişime uğramış olan Japonya'nın güvenlik politikalarının, terörle mücadele sebebiyle ciddi değişimlerin eşiğinde olduğu anlaşılmıştır.ABSTRACT Counter-Terrorism Policy of Japan The counter-terrorism policy of Japan is discussed in this article at a national and international dimension. Japan is one of the leading countries in tolerance, respect and social consensus as well as being one of the great economies of the world. Due to the reasons mentioned above, Japan continues to be in the limelight of the studies. Howbeit, the development that has been happening economically in Japan has created drawbacks that are being felt both politically and militarily up until this date. The reason for preferring Japan under the title of counter-terrorism is that Japan has set an example incomparable to others. This study has taken shape under the titles of the theoretical framework of terror and terrorism, modern terror in Japan, current problems of Japan on counter-terrorism, and the alliance of U.SJapan. National and international initiatives, which were preferred while countering terrorism by Japan, are discussed using a comparison method which shows the consistency of this country in this field. Eventually, it has been seen that counterterrorism policies that have been followed by Japan are much soft, constructive and risk-free when they are compared with its alliances and other countries. As for the influence of the study, it has been understood that Japanese security policies, which have partially changed up to now, have come to be on the edge of critical changes
