Les politiques publiques agricoles en France : une évaluation au milieu du gué ?

We assigned two principal objectives for this paper (i) after 15 years of practices of the evaluation, to draw up a first assessment of these operations by raising triple point of view: institutional, methodological, finally operational (diffusion and range of the results of the evaluations) (ii) A the age of "the teen-age" of these practices, to question themselves with the "passage" at the adulthood and to put in prospect the evolutions observed. Does one attend an inflection of the evaluation compared to the former practices? Wouldn't a gap between the scientific analyses and the pragmatic steps start to grow hollow?Historiquement en France, à partir de 1990, l'évaluation a été associée à la réforme de l'Etat, dont elle a constitué une des composantes importantes. Nous nous sommes assignés deux principaux objectifs pour ce papier (i) après 15 ans de pratiques de l'évaluation, dresser un premier bilan de ces opérations en soulevant un triple point de vue : institutionnel, méthodologique, enfin opérationnel (diffusion et portée des résultats des évaluations) (ii) A l'âge de « l'adolescence » de ces pratiques, s'interroger au « passage » à l'âge adulte et mettre en perspective les évolutions observées. Assiste-t-on à une inflexion de l'évaluation par rapport aux pratiques antérieures ? Un fossé entre les analyses scientifiques et les démarches pragmatiques ne commencerait-il pas à se creuser
