Building Bridges in Biosphere Reserves – The role of natural and social values in integrative conservation and development concepts in Madagascar

Die Dissertation hat sich zum Ziel gesetzt Mittel und Wege für eine Integration von Naturschutz und Entwicklung in Biosphärenreservaten in Madagaskar zu untersuchen. Trotz der Vielzahl an bestehenden integrativen Konzepten, wie UNESCO Biosphärenreservate, integrative Naturschutz- und Entwicklungsprojekte oder Community-based natural resource management bleiben die Hürden einer Zusammenführung von Naturschutz und Entwicklung bestehen. In einer qualitativen Fallstudie in den Biosphärenreservaten Mananara-Nord und Sahamalaza Iles-Radama in Madagaskar wurden Daten über das Biosphärenreservatsmanagement, die lokale Nutzung natürlicher Ressourcen und damit einhergehende soziokulturelle Aspekte gesammelt. Darüber hinaus wurde die Wahrnehmung von Naturwerten untersucht, die die lokale Bevölkerung mit dem Wald verbinden. Analysen der Daten ergaben, dass Managementkapazitäten einen limitierenden Faktor für ein funktionierendes Biosphärenreservatsmanagement darstellen. Um sowohl Naturschutz als auch Entwicklung zu stärken, müssen das Management, die lokale Bevölkerung und internationale Organisationen gezielt zusammenarbeiten. Jedoch ist Zusammenarbeit nur dann möglich, wenn (i) klare Regeln dafür formuliert sind und (ii) eine gemeinsame Vision der beteiligten Partner vorhanden ist. Basierend auf der Theorie des Sozialkapitals wurden neu eingeführte und lokal existierende Regeln/Institutionen, die Einfluss auf die Nutzung natürlicher Ressourcen haben, in bonding, linking und bridging social capital kategorisiert. Daneben wurde die Wahrnehmung von Naturwerten in instrumentelle und nicht-instrumentelle Werte kategorisiert und Ökosystemdienstleistungen zugeordnet. Dadurch wird die Bedeutung der Natur für den Menschen und sein Wohlbefinden feststellbar. Amartya Sen definiert im Fähigkeitenansatz menschliches Wohlbefinden als ‚das Erlangen von jenen Fähigkeiten, die ein Mensch für wertvoll erachtet‘. Damit schließt er Aspekte ein, die einerseits zur Sicherung der Lebensgrundlagen dienen und darüber hinaus für ein Wohlbefinden der Menschen sorgen, daher für eine Entwicklung relevant sind. In der Dissertation wurden Fähigkeiten auf instrumentelle und nicht-instrumentelle Naturwerte gegründet was die Möglichkeit bietet, das Verhältnis zwischen Natur und menschlichem Wohlbefinden aufzuzeigen und zu charakterisieren. Eine Ausrichtung des Biosphärenreservatsmanagements anhand von Sozial- und Naturwerten sind von entscheidender Bedeutung. Die Kategorie bonding social capital (Sozialwerte) beschreibt lokale soziokulturelle Aspekte in Dorfgemeinschaften und deren Bedeutung für den Prozess der Zusammenarbeit. Naturwerte geben der Vision des Biosphärenreservats eine Ausrichtung für eine Förderung des Naturschutzes und für eine gezielte Einbindung der Fähigkeiten und Potenziale, die lokal vorhanden sind. Werden diese Fähigkeiten gezielt unterstützt, können sich neue Fähigkeiten bei allen Beteiligten entwickeln. Die Dissertation demonstriert, dass der Bau von Brücken an verschiedenen Stellen möglich ist, nämlich zwischen (i) Naturschutz und Entwicklung, (ii) Natur- und Sozialwissenschaften, (iii) formalen Richtlinien und lokalen soziokulturellen Aspekten und (iv) verschiedenen Akteuren. Es wird die Umsetzung eines sozialen Monitorings empfohlen, das mit Hilfe lokaler Unterstützer und Madagassischen Studenten die Wahrnehmung von Natur- und Sozialwerten aufnimmt, verarbeitet und somit einen Orientierungsrahmen für Biosphärenreservate schafft. Die Zusammenarbeit mit nationalen und internationalen wissenschaftlichen Einrichtungen kann diesen Prozess fördern.The dissertation aims at developing means to integrate conservation and development in biosphere reserves in Madagascar. Despite a multitude of concepts such as UNESCO biosphere reserves, Integrated Conservation and Development Projects and community-based natural resource management, gaps between conservation and development remain to exist. In a qualitative case study in Mananara-Nord and Sahamalaza Iles-Radama Biosphere Reserves in Madagascar data was collected on biosphere reserve management, local use of natural resources and socio-cultural aspects that influence natural resource use. Furthermore, natural values local people associate with the forest were investigated. Analysis revealed that management capacities constitute a limiting factor in biosphere reserve management. Collaboration between management, local people and international organisations fosters the achievement of both conservation and development. However, collaboration is only possible if (i) clear rules are formulated and (ii) partners have a vision in common. Based on the theory of social capital, newly introduced and locally existent rules/institutions having an influence on the use of natural resource were categorized in bonding, linking and bridging social capital. Furthermore, the perception of natural values was classified in instrumental and non-instrumental values and assigned to ecosystem services identifying the importance of nature for human well-being. With the capabilities approach Amartya Sen defined human well-being as the achievement of those capabilities a person considers valuable. This includes aspects that assure livelihoods on the one hand and aspects that are conducive to well-being on the other, thus both being relevant for development. In the dissertation capabilities are based on both instrumental and non-instrumental natural values and consequently offer an opportunity to demonstrate and characterise the relationship between nature and human well-being. Social and natural values provide orientation for a biosphere reserve management. The category bonding social capital (social values) describes local socio-cultural aspects in communities and their importance for collaborative processes. Natural values provide the management with guiding principles to foster nature conservation and to integrate locally existent capabilities. Supporting and furthering these capabilities enables the development of new capabilities of all concerned persons. The dissertation demonstrates various possibilities to build bridges between (i) nature conservation and development, (ii) natural and social sciences, (iii) formal regulations and local socio-cultural aspects and (iv) diverse actors. Implementation of a social monitoring is recommended together with local stewards and Malagasy students to collect information about the perception of natural and social values and use them as guiding principles for biosphere reserves.
