Peace Talks on Afghanistan. A Last Opportunity for Peace?

Cuando hace ya más de 17 años desde la caída del régimen talibán, el conflicto afgano dista mucho de estar cerrado. El país sigue viviendo una suerte de guerra civil persistente en la que, ni el gobierno legítimo de Kabul, apoyado por gran parte de la comunidad internacional, ni los talibán han logrado imponerse de forma clara y duradera. A día de hoy, parece que ninguno de los contendientes considera factible que el conflicto vaya a finalizar con una victoria militar. Esta realidad ha acabado por abocar a todos los actores directos (el gobierno de Kabul, el de EEUU y los talibán) y a los indirectos (OTAN, Rusia, Paquistán, Irán…) a buscar un final negociado. La tarea no es fácil, dada la dificultad de encontrar una definición aceptable para todos de lo que debe ser el Afganistán que surja de ese acuerdo. Conciliar la República Islámica que propugnan unos, con el Estado Democrático diseñado por la actual Constitución no es tarea fácil. Quizá por ello, más de una década de conversaciones no ha sido suficiente para alumbrar un acuerdo de paz aceptable para todos. En principio, podría pensarse que nada ha cambiado y que las conversaciones actualmente en curso están irremediablemente abocadas al fracaso, en la medida en que se enfrentan al mismo problema que todos los intentos anteriores: la imposibilidad de conciliar los intereses del gobierno afgano, los talibán y EEUU y sus aliados. Sin embargo, parece que las conversaciones en curso han sido abordadas por EEUU y los talibán con un ánimo diferente. El cansancio tras tantos años de conflicto y la evidencia, finalmente asumida, de la imposibilidad de una victoria militar parece que han hecho mella tanto en unos como en otros, haciéndoles ver que sólo hay dos opciones posibles: aceptar un acuerdo imperfecto o verse abocados a una guerra interminable.When it has been more than 17 years since the fall of the Taliban regime, the Afghan conflict is far from being over. The country continues to experience a kind of resilient civil war in which neither the legitimate government of Kabul, supported by a large part of the international community, nor the Taliban have managed to impose themselves in a clear and lasting manner. To date, it seems that none of the contenders considers it feasible that the conflict will end with a military victory. This reality has ended up addressing all the direct actors (the government of Kabul, the US and the Taliban) and the indirect actors (NATO, Russia, Pakistan, Iran...) to seek a negotiated end. The task is not easy given the difficulty to find an acceptable definition for everyone on the Afghanistan that should arise from the agreement. Reconciling the Islamic Republic that some advocate, with the Democratic State designed by the current Constitution is not an easy task. Perhaps for this reason, more than a decade of talks has not been enough to illuminate a peace agreement acceptable to all. At first, one might think that nothing has changed and that the talks currently undegoing are hopelessly doomed to failure, as they face the same problem as all previous attempts: the impossibility of reconciling the interests of the Afghan government, the Taliban and the US and its allies. However, it seems that the ongoing talks have been addressed by the US and the Taliban with a different spirit. The fatigue after so many years of conflict and the evidence, eventually assumed, of the impossibility of a military victory seems to have made a dent in both, making them see that there are only two possible options: accept an imperfect agreement or be doomed to an endless war
