OPTIMALISASI PERAN INTELIJEN DALAM RANGKA PELAKSANAAN KEBIJAKAN DAERAH DAN IMPLIKASINYA TERHADAP KETAHANAN WILAYAH (Studi di Komunitas Intelijen Daerah Kabupaten Mojokerto Provinsi Jawa Timur)

This study aims to determine the role optimalization of intelligence to the draft implementation of local government policy on Mojokerto Regency on East Java province and to know the implications of the role of intelligence to the resilience of the region on Mojokerto Regency, East Java. The type of research used in this study is the descriptive study with qualitative approach, and the study site on Mojokerto Regency, instruments researchers include interview, observations and documents and literature. The analysis used is an interactive model. In this model there are three components of this analysis is the analysis of data reduction, a copy of the data and drawing conclusions. The results showed that the role of intelligence to the economic policy on the local government of Mojokerto Regency, shows the political commitment of local governments restructure and improve the economy through the use of intelligence systems for the early detection and early prevention of any developments and upheavals in the field so that local governments through the device to ward off the power and intentions of other parties who want to destabilize regional security. The role of intelligence to assist the government continuously with its function as a probe, raising security and by finding, collecting any developments for the analysis of the intelligence data that is used as a material consideration four leadership decisions. Not in the underlying policy by the accuracy of intelligence data can lead to insecurity and even the threat of direct or indirect. Measured levels of intelligence role with the development of turbulence in the area of government policy for regional economic improvement. In this case, turbulence is a rejection of the actions of government policy that made the community and community organizations because they feel aggrieved over the security policy so that the stability of disturbed areas sustainable democratization has been achieved on the local government of Mojokerto Regency, but in the next 5 years are still faced with several problems and challenges in the field of economic development in agriculture and infrastructure, for the optimalization of the role of intelligence is a step to solving the problem of economic development on Mojokerto Regency can be realized in accordance with the vision and mission of local government. The conclusions of this study is in their role, the existence of intelligence showed accuration to follow the shift turbulence of social aspects in the society to support the implementation of local government policy. In the role optimalization, coordinations between local intelligence community needs because remember the importance of intelligence data in the decision maker of local government for the planning implementation of regional development. The role of intelligence to the implementation of local policy have positive implications to regional resilience on Mojokerto Regency, because save situation and conducive with follow the order of lives in various activity can be do better
