The Illinois Interstate highway network is deteriorating at a rapid rate due to its age and heavy truck loadings. Meanwhile, the required funds for rehabilitation far exceed the available budget. Illinois DOT administrators and planners are faced with many difficult questions about the consequences of adopting different pavement rehabilitation budgets and policies. To answer these questions, they need information about future rehabilitation needs and pavement conditions for different funding levels and rehabilitation strategies.
