This paper describes the development and implementation of a network level pavement management system for Oklahoma Department of Transportation. The system is characterized by the integration of a pavement performance modeling tool with a new pavement network optimization model for identifying and selecting cost-effective projects for Maintenance and Rehabilitation (M&R).
