DEVELOPMENT AND IMPLEMENTATION OF A NETWORK LEVEL PAVEMENT MANANGEMENT SYSTEM FOR OKLAHOMA

This paper describes the development and implementation of a network level pavement management system for Oklahoma Department of Transportation. The system is characterized by the integration of a pavement performance modeling tool with a new pavement network optimization model for identifying and selecting cost-effective projects for Maintenance and Rehabilitation (M&R). Most currently available optimization models for pavement management have two major limitations. Firstly, they are not global optimization models. Secondly, a single pavement deterioration model is used to predict deterioration for a group of pavements undergoing routine maintenance throughout the analysis period no mater whether it is after a reconstruction or after a thin overlay. In other words, pavements with different maintenance and rehabilitation treatments are considered to deteriorate with the same rate after the treatments are conducted. The new network optimization model is a global optimization model in which optimization can be done for the entire network without dividing the network into mutually independent groups and running optimization group by group. The new optimization formulation provides separate routine maintenance models for each type of treatment, which is more realistic than currently available formulations. A pavement performance modeling tool is seamlessly integrated into the system. The modeling tool can build both deterministic and probabilistic pavement deterioration models. All deterioration models used in the optimization model can be updated with new data automatically. The system has been used in Oklahoma Department of Transportation to assist pavement engineers in recommending 20 year pavement M&R programs and has proven to be an effective and efficient planning tool for a large pavement network. 1
