Acessibilidade Digital em Tempos de Big Data: reflexões a partir do papel do Arquivista e das influências legais

The dialogue between citizens and their elected representatives and with government institutions has intensified in recent years. The use of the Internet by the governing bodies increased dissemination of information about their activities and decision-making, which may be accessed by citizens and the mass media. The Brazilian Law 12,527 / 2011, known as the Access to Information Law, is also one of the pull factors of popular participation in Brazil. However, it is important to point that in Big Data Era, an exorbitant amount of data challenges any organization and dissemination initiatives. We must be paid attention to the role of the information professional, especially the archivist, in this dynamic of great perceived challenges in managing and analyzing structured or unstructured data. In nowadays academic scenario, for example, data that are the core of research, decisive for success in responding to investigative questions, involves basically three moments: capture, curation and analysis. And in the governmental sphere it can not be different. The instigation, however, shows itself in the means by which it is possible to bring to the citizen the information he needs, limited to basic services and actions aimed at solving problems of his daily life. Also data volume does not mean accessibility. The research in question focuses on the problem of the role of the archivist in its initiatives of management, preservation and access, and still the legal laws to the digital accessibility of information. It looks at the high scenario of debates about access to information, the large scale data over dimensioned by the Big Data and also the legislation that is approaching the archival professionals as a means to efficiency of the public administration and the consequent empowerment of the citizen. This is an exploratory-descriptive research, with a qualitative approach and a bibliographic-documentary focus on the literature produced in the research topic, as well as on the legislative proposals of the universe under discussion. It also includes a discussion based on the creation, management, preservation and access to archival information / archival data in qubits environments, based on the answers of the field sampling of Brazilian archivists. Have been selected archivists or information professionals who act in the area of digital records management, and have been develop research on guidelines and / or policies for management, preservation and access to records information. Regarding the answers of the applied research, it is emphasized that some researchers dared to affirm that the archival community is still, for the most part, oblivious to the subject. Although they recognize that there are national and international regulations, they believe that there is still no effective implementation of these in the Brazilian government. They believe this to the need to advance in the processes of awareness of decision makers and relate them to the block chain
