e-Administration projects are today the main change strengths for public organizations. This change, that can be considered unstoppable, has important implications with regard to the management and preservation of records created by electronic transactions. This article analyzes the methodologic, legal and cultural problems arised from the application of archival paradigm on e-Administration projects, and the consequences that this situation could have for the archives. Finally, it proposes a set of methodologic solutions to identify electronic records with evidencial value, to define his life cycle, to design a preservation policy and to create a digital archive
