Entrustment Criteria of National Technical Qualification to Private Organizations

The purpose of this study is to set standards for the selection of private organizations entrusted with the responsibility of acting as national technology qualifications testing centers. This research effort is made under the necessity of implementing more effective policies on entrusting the authority of qualification testing to private organizations. For this purpose, materials concerning accreditation standards, procedures and methods adopted by nations such as the United States, the United Kingdom, Australia and international organizations were collected and analyzed to see how and in what scope authorities authorize private organizations to carry out national qualifications testing. Expert opinions concerning set standards were also gathered through interviews and meetings.
