A Study on Improvement of the Registration System of Private Qualification

Since the enactment of “Framework Act on Qualifications” in 1997, private qualifications have been complementary to qualifications in specialized fields that cannot be covered by national qualifications for the past 20 years. The private qualification system, which has contributed to increasing demands for education and training in various fields and to improving their professionalism, has been modified multiple times in order to meet social demands more effectively. In the mean time, the expansion of private qualifications has caused lots of social problems. In spite of policy changes made in the system, there are still a number of qualification consumers experiencing dissatisfaction as a result of failure of quality assurance of registered private qualifications. This study examines the history of the private qualification system as well as the current trends of registered private qualifications. Also this study investigates ways that can improve the current private qualification registration system, thereby contributing to the effectiveness of private qualification management and operation in the future. This study suggests the implementation of qualification information disclosure system in order to strengthen qualification managers’ accountability. Moreover, this study suggests adopting a renewal process in the current registration system for private qualifications on a regular basis to solve the problems caused under the current system
