Education at the University and Basic levels deepens actions as a State policy in favor of quality education, placing the teacher as the protagonist of improving the quality of education, by looking at pedagogical practices from the perspective of critical reflection And visionary to value the system as a complex and interdependent framework. From this perspective different organizations or research networks are created, where teachers have the possibility of generating research as contextualized methodological tools that give answers to the needs prioritized in the educational scenario. In fact, these research networks at the international, national, regional, and institutional levels have programmed diverse events that aim to promote a meeting space between educators for the discussion, construction, production and socialization of research that transform education. There are many questions that can arise in the freedom of thought and the readings that break into the hermeneutics of the pedagogical sciences that overcome the gap between theory and educational practice, between being and doing, between saying and reflecting , Between investigating and driving the transformer.La Revista SCIENTIFIC del Instituto Internacional de Investigación y Desarrollo Tecnológico Educativo (INDTEC, C.A.), presenta su revista científica y arbitrada, en su cuarta edición, a través del cual se publican resultados de investigaciones realizadas en el ámbito universitario que promueven la reflexión y exaltación de los valores del ecosistema en el ámbito socio educativo. El objetivo de la revista, es generar un espacio académico de reflexión, análisis y debate por parte de académicos y no académicos en relación con los temas y problemas más urgentes sobre la Educación, Ciencias Sociales y Tecnología Educativa. Además de difundir información - investigaciones y eventos académicos y no académicos; nacionales e internacionales acerca de las distintas actividades que se enmarquen dentro del eje temático de la revista, incentivando el diálogo y la reflexión crítica, estableciendo un puente entre la comunidad académica, sectores públicos y privados, instituciones nacionales e internacionales y personas interesadas en estos hot topics. La investigación se constituye en un desafío en tiempos de transformación de la educación a nivel global, al promover una cultura investigativa desde la dinámica propia del acontecer cotidiano. La educación en los niveles Universitario y Básico, profundiza acciones como política de Estado en pro de una educación de calidad, situando al docente como protagonista del mejoramiento de la calidad educativa, al volver la mirada a las prácticas pedagógicas desde la perspectiva de la reflexión crítica y visionaria para valorar el sistema como un entramado complejo e interdependiente. Desde esta óptica se crean diferentes organizaciones o redes de investigación, donde los docentes tienen la posibilidad de generar investigaciones como herramientas metodológicas contextualizadas que dan respuestas a las necesidades priorizadas en el escenario educativo. En efecto, estas redes investigativas en el ámbito internacional, nacional, regional, e institucional, han programado eventos diversos que tienen por norte promover un espacio de encuentro entre educadores para la discusión, construcción, producción y socialización de investigaciones que transformen la educación.   Investigar desde la escuela o la universidad, se constituye en un espacio de formación permanente,  es la acción orientadora  de cada docente, es el renacer de la motivación profesional al concebir la investigación en el ser y el hacer pedagógico, donde las herramientas tecnológicas están al servicio como recurso para el aprendizaje; ante la imperante necesidad de adecuar el hecho  educativo lo más próximo a la sociedad del conocimiento, cónsono con los  avances de la ciencia, la tecnología y a las características propias donde se desarrolla. La investigación lleva implícita la construcción y reconstrucción de teorías pedagógicas contextualizadas por los autores y coautores que potencian otras alternativas ontológicas. En la medida que esto ocurre, como una consecuencia positiva, estaremos transformando la educación desde lo local; solo así se activa la participación responsable y comprometida de los educadores al valorar la capacidad de crear y aportar por una educación de calidad como derecho humano. Consciente de la necesidad de la formación permanente del docente, mucho se ha dicho del rol del docente investigador, pero en la práctica no transcendía de la teoría. No obstante, el esfuerzo nacional, con las políticas de formación, perfila la investigación pedagógica de los docentes que hacen vida activa en la escuela, en la mediación de los procesos de aprendizaje a través de las vivencias, a fin de que la investigación sea un acto creativo e innovador que en su esencia tenga utilidad práctica. Intentos interesantes se asumen como compromiso planteados en esta edición y por ello esta reflexión: ¿Cuánto estamos haciendo para impulsar la investigación desde la escuela o la universidad? ¿Qué podemos aportar para que la investigación trascienda el enfoque administrativo de la academia y dé respuestas en el marco de la política pública educativa? ¿Cuál es el nivel de compromiso para que emerja la cultura investigativa y seamos capaces de sistematizar el hacer educativo? Son muchas las interrogantes que pueden emerger en la libertad de pensamiento y de las lecturas que irrumpen en la hermenéutica de las ciencias pedagógicas que superan la brecha entre la teoría y la práctica educativa, entre el ser y el hacer, entre el decir y el reflexionar, entre el investigar y el accionar transformador
