Neil Rolde, the chairman of the Seacoast Shipyard Association, which is working to prevent the closure of the Portsmouth Naval Shipyard in Kittery, said that he will be going to Washington next week. He hopes to meet with U.S. senator George J. Mitchell and other members of the Maine and New Hampshire congressional delegation to discuss the possiblity of writing legislation that would overcome bidding inequities that have caused the Kittery yard to lose several submarine repair contracts. He will also explore the possibility of having the Navy exend the new procurement process used to award destroyer contracts to Bath Iron Works and Ingalls Shipbuilding to public yards
