A forum will be held Tuesday in Portland to gather comments on how well the 1990 court order for improved mental health services has been implemented. A 1989 class action suit on behalf of 3,000 Augusta Mental Health Institute patients resulted in a Kennebec County Superior Court-approved decree under which the state agreed to provide a comprehensive community mental health system that would supplant some AMHI services. Mental health advocates cite the 1993-95 state budget, which cut mental health funding by $4.8 million, as proof the state is not providing the necessary services. Details, related article
