Mental health advocates say that the new state budget will leave the mentally ill in worse shape than ever, as some programs are eliminated and others are drastically curtailed. Maine Advocacy Services, whose lawsuit against the state led to the consent decree, is considering returning to court to try to force the state to do more for the mentally ill.
