Cover Story piece on the most recent date provided by the Northern New England Passenger Rail Authority (NNEPRA) for Amtrak\u27s inaugural run between Boston\u27s North Station and a station at Thompson\u27s Point in Portland. The NNEPRA says it will take place on May 1, 2001. But train officials have set deadlines before, first in 1993, then in 1995, 1998, 1999, and finally 2000, and still there is no train.
