Editorial on the Maine Department of Inland Fisheries & Wildlife (IF&W) funding, which, like the Department of Transportation, is a dedicated-fee agency, supported solely by license fees, except for some federal and state lottery funds. This means that IF & W must live within its means, which might explain why the lynx issue, like earlier wolf, mountain lion and caribou issues, has exposed a serious reluctance on the part of the department to accommodate major non-game species. Perhaps the department doesn\u27t want to have to report on or manage species toward which its main constituency, sportsmen, will be hostile or indifferent
