Cover Story piece on the decommissioning of the Maine Yankee nuclear power plant. Maine Yankee has already spent $114 million and the project is only 20 percent done. It is supposed to be finished by 2004. Stone & Webster, an engineering and construction firm, holds a $250 million contract for demolition. Another $200 million will be spent to construct a concrete silo farm to temporarily store spent fuel rods in dry casks until the federal government opens a high-level waste storage site in Nevada. Maine Yankee customers have been paying $26 million a year toward the decommissioning fund and money will continue to be collected, through electric rates, until the demolition contract is paid for.
