City piece on Tangible Fathers, an independent film by Bob Poirier, which will not be included in the 1999 New Year\u27s Portland film festival. According to Maine Arts official Odelle Bowman, the festival\u27s curator, the film was ineligible because it was shown at Portland\u27s Keystone Theatre in June and she was only accepting films that had not been screened within the last year or two. But Poirier says that Outlet Town by Shoshana Hoose and Among the Oats by Jason Hall, two films that were accepted, had been screened within the last nine months and he believes his film was rejected because of its content, which Bowman denies.
