For three years, the Greater Portland Council of Governments\u27s Kids and Transportation program has taught children how to travel safely on bikes and buses. This year, however, the Portland Area Comprehensive Transportation Committee has cut the program\u27s funds, despite a promise that the program would be 80 percent funded by the federal government. City officials led the fight to eliminate the program. Director David Willauer is appealing to state officials for help
