Westwood Children\u27s Center, part of Woodfords Inc., serves developmentally disabled children in Portland. Maine Child Development Services may not renew its contract with Westwood, meaning the 40-student school almost certainly will close. Portland is scaling back services to preschoolers with special needs in order to comply with a new state law that forbids caregivers from exceeding federally mandate guidelines. Jean Eaton of CDS of Lincoln County, which runs operations in Cumberland County, said some Portland agencies might be giving care that is excessive and overpriced
