Present were Mayor Umscheid, Councillors Monner and Hingley, and Municipal Administrator, Lynda Cyr. , The minutes of the meeting held on February 8, 1995 were read. Mayor Umscheid moved the adoption of these minutes. CARRIED. Council read and discussed the requisition for the new ambulance in the amount of $ 601.20. A Motion had been passed at a previous meeting to approve this requisition. Mayor Umscheid asked Lynda Cyr to check with the Park Ranger from Little Bow Park to see who will be looking after Lake McGregor Park this year. Councillor Hingley made a motion for the Village of Milo to send in their applica­tion for a summer student. CARRIED. ' The agreements for the streets improvement and sidewalk projects were read and signed. Both copies are to be returned to Dave McIntyre along with a letter saying the Village has an engineer to start work as soon as the frost comes out of the streets. Council decided to meet with the Village's auditor on March 22, 1995 at 7:00 p.m. to go over the Financial Return for 1994. ^ letter was received from the Oldman River Regional Planning Commission in regards to the application to subdivide for the bike path. A letter is to be sent back to them saying the village is in agreement with the project and will be purchasing the land in the name of the Village. The G.I.C. for the recreation board is due this week. Lynda Cyr is to have $1,500.00 transferred to the recreation board chequing account and the remainder of the G.I.C. will be reinvested for 90 days. The Bike Path G.I.C. is due and $ 350.00 will be taken from it to go to the Village's account for the subdivision fee paid to the O.R.R.P.C. The rest of the G.I.C. is to be put back in for 60 days. Councillor Monner said there has been a problem at the pumphouse with individuals getting water and not signing for the same. There has also been a problem with oil on the hose. Councillor Monner said he has talked to the people involved. Council discussed the situation with the Ag. Society lots and the five feet of land where the Cafe steps are on this property. The Ag. Society would like to trade these lots for the lots where the recycling trailer is (old hall lots). It was decided to write letters to the Ag. Society and the Cafe stating we feel it would be up to the Cafe to buy.the five feet of land and cover the cost of sub­dividing. This would then allow the Ag. Society to do what they want with their remaining lots with no conditions. The meeting adjourned at 8:30 p.m. A special meeting of the Village of Hilo was held on Wednesday, March 22, 1995 at 6:30 p.m. in the Village office. Present were Mayor Umscheid, Councillors Monner & Hingley, Municipal Administrator, Lynda Cyr, Harold Magnuson, Michael Schaalje and associate from Lee Maher Engineering and Harry Zeal from Delanoy, Den Hoed, and Zeal. Mr. Harold Magnuson of Vulcan met with Council in regards to a grouped country residential proposal for approximately nine or thirty-nine lots. He was inquiring about water and sewer services for these lots from the Village's water and sewer system. Council discussed this after Mr. Magnuson left and are not interested in the proposal he suggested. Michael Schaalje and associate from Lee Maher Engineering Associates joined the meeting at 6:45 p.m. They met with Council to discuss the roads and sidewalks project. Michael said the present condition of the streets is good, and we have a good base to work with. There will have to be some test holes done, and they ke giving us a quote on this. It will not be $ 5,000.00 as previously quoted. They left at 7:00 p.m. and said they will be in contact with us. Harry Zeal, the Village's auditor, joined Council at 7:00 p.m. and went over the new Financial Return for the Village for.1994. There are to be a few changes made as Council have previously designated $ 25,000.00 for capitol spending (water improvement project) for 1993 and 1994, and this was not showing on the return. Harry presented Council with the terms of engagement letter and a letter of comments as a result of this year's audit. Due to the revised financial state­ment format over and under expenditures on capitol projects will no longer be tracked, and transfers to reserves and capitol are now isolated and shown separately after the determination of net revenue or expenditures for the year. Fi-nancial Statements must be submitted on disk to Municipal Affairs. Harry sug­gested that deposits and cheques for the water improvement projects and the recreation account be submitted on a monthly basis for data processing as well. In regards to the Village purchasing a computer, Harry said they will be pleased to assist us in enabling a smooth transition for our internal reporting. Net revenue for the year was $ 96,195 resulting in an increase in equity for the ratepayers.. He said Council has maintained tight control on expenditures and are to be con­gratulated for the excellent results. The Village-'s records were in excellent condition with good trails allowing our auditor to follow transactions from origin to the General Ledger, The audit fee for 1995 will be $ 3,400.00 which is unchanged from 1994. G.S.T. will be additional. Councillor Monner made a motion that the Village appoint Delanoy, Den Hoed, Ziel as auditors for 1995. CARRIED. Mayor Umscheid presented the R.C.M.P. Policing Report for the periods of July - December 1993 vs. July - December 1994 with an overall view of January to December 1994. A letter was read and received from the Chinook Arch Regional Library System saying Council's appointment expires April 1, 1995. Barb Godkin, our current member, has served for three years and under the Libraries Act is eligible for a second three year term. Mayor Umscheid made a motion that the Village of Milo appoint Barb Godkin to serve as council's appointment on the Chinook Arch Regional Library System. CARRIED. Mayor Umscheid said work would begin tomorrow, March 23, 1995 on the proposed ball diamond next to the arena. The meeting adjourned at 8:30 p.m. m ■Hi I m *A i ig;! It took place last April 7th and 8th. The following students made the trip south - Janet Sukut, Melissa Robertson, Craig Robertson, Shaun Umscheid, Daniel Sukut, Jana Godkin and Jennifer Bartsch. The Milo entries were well represented and they proved to be very competitive with those from other school entries. Jennifer Bartsch and Jana Godkin placed first in their division (Six Versus Nine - a battery project)!!! Janet Sukut and Melissa Robertson placed third in their division (Is Your Battery Charged?). The other entry themes were: Shaun - How to Keep Your Fish Alive During the Winter; Craig - Which Battery Lasts Longer?; Daniel - How Long Does it Take a Mouse ... (a maze activity). Way to go everyone on a job that was really well done!! The junior high students took part in the annual county badminton meet. Again the Milo students provided tough competition for their opponents. Those who placed in the top two will be playing against Strathmore after the Easter holidays (April 27). They are: Kale and Morgan McMorris (First in Mixed Doubles - Midget level); Dennis Wong (First in Singles - Midget level); Nick Zaytsoff and Robbi Miller (Second in Doubles - Midget level); Alayna Monner and Erin Monner (First in Doubles - Midget level); Megan Vooys and Tammy Bushell (Second in Doubles - Midget level). Congratulations to all of those who competed and good luck to those who go on to Strathmore!! The students who place in the top two at Strathmore will then go on to the South Central Zone playoffs. Update - Kalp and Morgan McMorris placed first, while Dennis Wong finished second at Strathmore. On April 29th they journeyed to Brooks for the SCZ playoffs. Kale and Morgan won gold! Dennis placed fourth in his pool. Congratulations on a job well done!! Prior to the Easter break, the students from grades three to six competed in the annual Wrestling Meet held at the C.R.C. The Meet took place after school on the 11th of April. A total of 26 students from the Milo School made the trip to Vulcan. Overall, the students did a great job!! The boys finished second among the schools (Arrowwood, Lomond, Champion, Vulcan) and the girls finished third among the girls division. For the overall point total, Milo finished third. Wav to go Milo!!! The students and their placings are: Grade Three - Jordan Hingley (no placing); Jordan Henry (sixth); Willie Nelson (no placing); Tyson Spring Chief (fourth); and Brett Wilson (no placing). Grade Four - Ashley Armstrong (third); Alisa Bull Bear (fourth); Brandie Doore (second); Tyler Many Bears (second); Nathan Robinson (sixth); and Randy Tiegen (second). Grade Five - Pamela MacKenzie (fourth); Byron Medicine Shield (no placing); Chad Monner (third); Dereck Tiegen (no placing); Shaun Umscheid (no placing); and Gavin Vooys (sixth). Grade Six - Ashley Bull Bear (fourth); Melissa Doore (second); Billy Godkin (first); Craig Robertson (fourth); Damon Umscheid (third);Keevin Doore (first); Christopher Gauthier (second); Tracy Many Heads (second); and Daniel Sukut (first). Congratulations on a job well done and for representing the Milo Community School so well!!! Also a big thank you to the parents who drove us to the meet!! Track meets are coming up. The Junior High track meet at Vulcan takes place on May 30th (this date has changed from the previous 23rd of May). The Elementary track meet follows (at Champion) on June 1st. If any adults could help out on either of these days, please contact the school. The grade nine class took part in this years P.A.R.T.Y. program (Prevention of Accident Related Trauma to Youth). It involved a one day visit to the Foothills hospital getting a ‘first hand’ look at the aftermath of alcohol-related accidents. Grad Nine grad this year is slated for May 19th. A special occasion for some special students. Grade Eights from Milo will be spending four Friday mornings in May and June preparing for a outdoor trip at Waterton National Park. It will be a combined outing teaming up with the Grade Eights from Vulcan. The outing is tied into the Physical Education curriculum under ‘outdoor pursuits’. WANTED: 2 female barn cats.
