Present were Mayor Umscheid, Councillors Hingley and Monner, Municipal Administra­tor Lynda Cyr, Bill Brown from S & B Holdings and Mr. Garnet Walker from Alberta Public Safety Services. .x The minutes of the meeting held on April 13, 1994 were read. Mayor Umscheid moved the adoption of these minutes. CARRIED. Bill Brown stated he had no problems or anything to report to Council at this time. Mr. Garnet Walker from Alberta Public Safety Services joined the meeting at 6:30 p.m. to go over the Municipal Emergency Plan manual with Council. He briefly explained the new manual and is willing to help in any way he can. He left the meeting at 7:30 p.m. Mayor Umscheid asked Lynda Cyr to get a price list from Sights & Sounds Product tions for the Recreation Board. Council read and discussed the two copies of a Contribution Agreement that has to be signed by the Village in order to legally give effect to the funding for the Canada-Alberta Infrastructure Works Program. Mayor Umscheid signed both copies and one will be returned. A letter from a concerned citizen was read in regards to dogs running at large. Letters are to be written to the owners of these dogs asking them to keep them in their own yards. A letter is to be sent to the concerned citizen informing them of what council has done. There was one application for the summer job, and that was from Brady Nelson. Councillor Monner made a motion that the Village hire Brady Nelson under the summer temporary employment program. A letter is to be sent to Brady to let him know he has the job, and if he would like to start work in June on the weekends or after school.itCcahlbS.arranged. Council read the letter from the County in regards to the bike path. They have approved the proposed path at 2.3 meters wide with some conditions. They have also advised that Secondary Highway 542 is on the list for widening at some future date. If this occurs, the path would be obliterated by the reconstruction of the highway. When this would take place is subject to funding from the Province and from the County. Council are concerned about this, and Councillor Monner is to check this out. A lengthy discussion also took place in regards to the cost of the project and the amount the village would contribute. Councillor Monner said the approximate cost is $ 60,000.00, and he has applied for a grant of $ 20,000.00. He should know in three to four weeks if this application is accepted.for the grant. Lynda Cyr is to phone Fred Bowker with Alberta Transporation in regards to the streets assistance program asking if we can start the project this year but notcomplete it until 1994. Council would like to get some sidewalks done this year and they are still waiting on soil tests which may alter the plans as far as the paving goes. Lynda Cyr said she is working on the budget and needs an amount for capitol spending. Councillor Monner made a motion that $ 25,000.00 be budgeted for capitol spending. CARRIED. The Village of Milo has been approached by the Milo School to take out an ad in their yearbook at a cost of $ 20.00. Councillor Monner made a motion that the Village advertise in the Milo School Yearbook. CARRIED. Lynda Cyr is to do this and decide what the put in the Village ad. Terry Mullanger was to meet with council this week and cancelled the meeting again. The Bike/walking path idea was developed from the Recreation Board Survey taken in 1993. 87% of the people who responded stated they would either use it or use it occasionally. DESCRIPTION OF THE GRANT WE RECEIVED: Any Facility used for sports, recreational, cultural or other related family and community wellness purposes. This grant is a lotteries grant only to be used for the above purposes. It cannot be redirected to Education or Health. It s a way for the lotteries money to be put back into the communities. The Routes we are looking at are only PROPOSED ROUTES. We have not finalized anything as of yet. Why not enhance the village with a safe location to promote better health - WALKING!!! Future development of recreation lots along the lake will only bring outside money back into our Village, and a bike/walking path is a bonus to the cabin owners. KIDS need a safe area for their bike riding. They know the pedestrian has the right of way!! Also, another misunderstanding in the community is how much we are going to sell each foot for. We will be selling each foot for $5.00. So keep watching for more information on this project. If you have any questions please call one of the following people. Some need more gravel but the whole county is in the same boat, so we'll have to wait our turn. Our staff is allowed to work 191 hours per month. If the weather is good these hours can be put in, in a regular work scheduled. If we get rain the first part of the month usually some Saturdays are worked. The county has a policy of not paying overtime so we try to keep everyone at 191 hrs/month. Most construction and truckers etc., are in the $11-$14/hour range so overtime adds up fast. As most people can see no grass has been cut on the shoulders of the roads, this was cost cutting measure. I never could see the point of spending the money to cut grass that will grow back in 3 weeks or so. Once the grass is headed out and set seed it does not grow much when you cut it. At the last couple of council meetings your county council has been discussing a change in the number of county divisions. It looks like we can eliminate two councillors and have nine instead of eleven. The government has some guide lines to go by such as population per division. One can not be too much larger, population wise. For example division seven will move about four miles west, this would increase the population in division seven by about 50 people. In the Mossleigh area that division would become smaller in area but still have more population than division 7. We felt that with out the school board to look after, we can eliminate these two councillors and not upset the county representation too much. If we go ahead with this plan it would be in place for the next county election. On the school board side of things the deal with Foothills is on again. Foothills has had a slight attitude change and are now willing to give a little. Unfortunately (I think) the County of Vulcan will have 2 members out of 5 on the new board. Try and win with those odds. We can only hope the new board is fair minded. The Country of Vulcan will in 2 (Ward system). The town of Vulcan and a portion of the County to the south will form one ward and the rest of the county plus all of the villages will be the other Ward. If everyone eligible to vote in the Ward in which the town of Vulcan is in, the out of town voters will be in the majority. Lomond and (division 6) of the county will probably become part of the new district formed with Taber and whomever they join up with. I don't know why but the school boardmember from division 6 is not on the committee setting up this arrangement I don't know what the people of Division 7 of the county (Milo Area) think about Foothill. Do you think we will be okay? Most of the population in Division 7 are in the west 1/3 of the division about 370 people in total. The vote for joining Foothills will be on August 19,1994 and it will have to unanimous.
