The Convention on the Prohibition on the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, opened for signature, January 13, 1993, in Paris, France (CWC), is an unprecedented multilateral effort to eradicate an entire category of weapons of mass destruction and assure their continued absence through international verification. The CWC has been signed by over 150 nations, and is expected to enter into force in 1995. With its far-reaching system to verify compliance, the CWC presages a new foundation for international security based neither on fear nor on trust, but on the rule of law.
