The United States Department of Defense (DoD) is significantly expanding its role in humanitarian affairs. The percentage of U.S. foreign assistance being provided and channeled though the DoD has risen substantially since the onset of the Iraq and Afghanistan wars. In 1998 the DoD managed 3.5 percent of U.S. official development assistance (ODA), increasing to a staggering 21.7 percent in 2005. The effects of this change are severely seen among civilian agencies. In 1998 the United States Agency for International Development (USAID) managed over 64 percent of all U.S. ODA; by 2005 it dropped to 39 percent.
