Page 27 X. Creation of a Favorable Industrial Climate. In the field of industrialization, governmental action should be taken that affects the basic factor of location of industry. The Federal Government should make it a matter of policy to encourage the dispersal of industry on a national basis. The prime consideration here should not be that of the needs of national defense alone, but rather the more basic one of the needs of the people, for if one section of the country is persistently below the national average, then the whole nation suffers in the long run.
