Stop the growth of cities: the role of marginal agricultural areas between river and city as a territorial protection and in the reduction of hydro-geological risk

The alluvial plains are, throughout Europe, spatially limited systems and are extremely sensitive portions of territories to human-induced changes. Urban expansion in these areas, even for hydrological implications involved, must be stopped. The European Commission has recently expressed itself on the need to restrict, in a programmed period, the growth of consumption of soil. The integrated planning of neighbouring territories to the River Tiber (REGIONE UMBRIA 2004) in upper Umbria, was at the center of a research project and of a “Master Plan” focused on the “bridges of Perugia” area. A proposal for the development of an agriculture that will limit urban expansion emerged, an agriculture that will produce high environmental quality and will contribute to territorial security. Perifluvial areas, in this research, are intended as a common good, whose care regards farmers, citizens, businesses, tour operators, river committees, etc., opening a strategic perspective to the River Contract as tool of social management of the resource.Le pianure alluvionali costituiscono, in tutta Europa, sistemi spazialmente limitati. Si tratta di porzioni di territorio estremamente sensibili alle modifiche indotte dall’uomo. L’espansione urbana in questi ambiti, anche per le implicazioni idrogeologiche che comporta, deve essere fermata. La Commissione europea si è recentemente espressa sulla necessità di limitare, in tempi certi, la crescita del consumo di suolo. La pianificazione integrata dei territori contermini al fiume Tevere (REGIONE UMBRIA 2004), in alta Umbria, è stata al centro di una ricerca progettuale e di un Master Plan localizzati nell’area dei ‘Ponti di Perugia’. Ne è emersa una proposta per lo sviluppo di un’agricoltura che freni l’urbanizzazione, produca elevata qualità ambientale, contribuisca alla messa in sicurezza del territorio. Le aree perifluviali, vengono intese come bene comune primario, la cui cura riguarda agricoltori, cittadini, imprese, operatori turistici, associazioni rivierasche, ecc., aprendo una prospettiva strategica ai Contratti di Fiume come strumento di gestione sociale della risorsa
