The alluvial plains are, throughout Europe, spatially limited systems and are extremely sensitive portions of territories to human-induced changes. Urban expansion in these areas, even for hydrological implications involved, must be stopped. The European Commission has recently expressed itself on the need to restrict, in a programmed period, the growth of consumption of soil. The integrated planning of neighbouring territories to the River Tiber (REGIONE UMBRIA 2004) in upper Umbria, was at the center of a research project and of a “Master Plan” focused on the “bridges of Perugia” area.
