Rekabet Otoritelerinin Etkinliğinin Ölçülmesi

In this thesis, the effects of competition on market economy and the importance of competition policies is assessed and, the efficiency of Turkish Competition Authority as the main regulatory authority responsible from competition policies in Turkey, is evaluated comparatively with other countries using Data Envelopment Analysis. Competition is the main factor on which a consensus is reached and required for a well- functioning and sustainable market economy. Competition maximizes both individual and social welfare. In a market economy, what is meant to be reached by competition is forming a consumer ruling structure, where the price of commodities and services are determined by supply-demand conditions and, accordingly efficient resource allocation is realized. In an economic system, it is not possible to meet all the conditions of a perfectly competitive market while failing to meet one or more of such conditions gives rise to market failures. Under such circumstances, public authorities are required to establish and execute competition policies in order to ensure that competition process works efficiently in the markets. Competition policies are public policies providing the sustainability of competition, giving rise to competitive and efficient firms and making the markets function better. These policies are executed by various competition authorities that monitor, supervise and impose sanctions in order to sustain competition. In Turkey, competition policies are tried to be designed in line with those of developed countries. Turkish Competition Authority is authorized as the main regulatory body to establish and monitor the competition in markets, as well as the other regulatory authorities which are formed to monitor the market conditions in various industries. Considering their economic impacts, measurement of the efficiency levels of competition authorities is crucial for designing better processes and structures. In this study, the efficiency of the Turkish Competition Authority is explored in comparison with other authorities operating in the world by employing Data Envelopment Analysis- a non-parametric efficiency measurement methodology. The study utilizes the data collected by Global Competition Review (GCR).vii Results of the analyses suggest that Turkish Competition Authority is performing with a low efficiency level compared to the other authorities in question. Based on the technical and scale efficiency scores calculated under the assumption of variable returns to scale, it should be noted that Turkish Competition Authority could benefit from economies of scale and, provide more public services with the same level of inputs and in turn could function more compatibly with the aimed practices in developed countries.Bu tezde rekabetin piyasa ekonomisine etkileri ve rekabet politikalarının önemi incelenmiş, Türkiye’de rekabet politikalarından sorumlu temel kurum olan Rekabet Kurumu’ nun etkinliği Veri Zarflama Analizi kullanılarak diğer ülkelerle karşılaştırmalı olarak ele alınmıştır. Piyasa ekonomilerinin işlemesi ve sürekliliği için gerekli olan ve üzerinde mutabakat sağlanan en temel öge rekabettir. Rekabet hem bireysel faydayı hem toplumsal refahı ençoklaştırmaktadır. Piyasa ekonomisinde, rekabet ile ulaşılmak istenen tüketicinin egemen olduğu, malın fiyatının arz talep dengesi içerisinde belirlendiği bir yapı oluşturmak ve bu yolla kaynakların etkin dağılımını sağlamaktır. İktisadi açıdan tam rekabet koşullarının yerine getirilmesi pratikte mümkün olmamakla birlikte bu koşullardan bir veya birkaçının gerçekleşmemesi piyasa başarısızlıklarına neden olmaktadır. Bu durum kamu otoritesinin rekabet sürecinin etkin işlemesi için rekabet politikaları oluşturmasını ve uygulamasını gerektirir. Rekabet politikaları rekabet koşulların devamlılığını, rekabetçi ve etkin firmaların oluşmasını, piyasanın daha iyi işlemesini sağlayan kamu politikalarıdır. Bu politikalar, rekabetin ve piyasa ekonomisinin işlemesi için piyasayı gözetleyen, denetleyen ve yaptırım gücüne sahip rekabet otoritelerince uygulanır. Türkiye’de gelişmiş ülkelerle uyumlu rekabet politikaları hedeflenmiştir. Rekabetin tesisi ve denetlenmesinden sorumlu temel kurum olarak Rekabet Kurumu farklı sektörlerdeki piyasa şartlarını izlemek amacıyla da farklı düzenleyici otoriteler yetkilendirilmiştir. Rekabet otoritelerinin iktisadi etkileri dikkate alındığında, etkinliklerinin ölçümü bu ölçümlerin sonuçlarına göre etkinliklerini artıracak süreç ve yapıların tasarlanması açısından önemlidir. Bu çalışmada parametrik olmayan etkinlik ölçüm yöntemlerinden Veri Zarflama Analizi kullanılarak Türkiye’deki Rekabet Kurumu’nun etkinliği çeşitli ülkelerle karşılaştırmalı olarak analiz edilmiştir. Çalışma Global Competition Review (GCR) tarafından “Rating Enforcement” adıyla yayımlanan araştırmadan elde edilen verilere dayanmaktadır.v Yapılan analizlerin karşılaştırıldığında, sonuçlarına Rekabet göre diğer Kurumu’nun ülkelerin etkinlik rekabet düzeyinin otoriteleri düşük ile olduğu görülmektedir. Ölçeğe göre değişen getiri varsayımı ile yapılan teknik etkinlik ve ölçek etkinliği skorlarına bakıldığında, Rekabet Kurumu’nun ölçek etkinliğinden yararlanabileceği, aynı girdi miktarı ile daha fazla kamu hizmeti sağlayabileceği bu yolla hedef olarak belirlediği gelişmiş ülkelerdeki uygulamalara yakınsayabileceği söylenebilir
