Direito internacional humanitário e a responsabilidade de proteger: análise da atuação do Conselho de Segurança das Nações Unidas na Síria

This is a study about International Humanitarian Law and it is designed to verify violations of rights in the non-international armed conflict in Syria, as well as to analyze the work of the United Nations Security Council and how they operated about this conflict to the present time. To this end, after introductory delimitation of the theme and method of research, a chapter was dedicated to International Humanitarian Law, indicating the characteristics, principles, foundations and applicability of this branch of Public International Law. The composition and structure of the United Nations and its Security Council were then examined in order to address the responsibility to protect and verify the possibility of humanitarian intervention in the scenario presented in the following chapter, which involves the Syrian conflict and its evolutions. Then, the study led to an analysis about which rights were violated and how the United Nations Security Council took part in the conflict, from its beginning to the present time.Trata-se de trabalho de conclusão de curso voltado para o estudo do Direito Internacional Humanitário e elaborado para verificar as violações de direitos no conflito armado não-internacional na Síria, bem como para analisar a atuação do Conselho de Segurança das Nações Unidas diante do referido conflito. Para tanto, após delimitação introdutória do tema e do método de pesquisa, dedicou-se um capítulo à apreciação do Direito Internacional Humanitário, indicando características, princípios, fundamentos e aplicabilidade desse ramo do Direito Internacional Público. Na sequência, examinou-se a composição e a estruturação da Organização das Nações Unidas e do seu Conselho de Segurança para, então, abordar a responsabilidade de proteger e verificar a possibilidade de intervenção humanitária no cenário apresentado no capítulo seguinte, em que se fez um apanhado evolutivo do conflito sírio e se analisou quais os direitos violados e, pontualmente, como se deu a atuação do Conselho de Segurança das Nações Unidas no conflito, desde seu início até a atualidade
