Refugiados ambientais nos estados frágeis: o caso do Sudão

Nowadays is completely unrealistic to deny the seriousness of the consequences related to climate change since human migrations associated to this phenomenon tend to grow more and more. Millions of people are forced to leave their national scope, due to the fact that their home has become uninhabitable as a result of climate change. Seeking shelter and the possibility to live a dignified life, this individuals search in other countries the opportunity to start over. The objective of the present paper is to understand how fragile states and climate change jointly causes environmental refugees. Through the study of the concepts associated to this particularly group, it was sought to understand the analysis of the current international context that this type of refugees are included. This work also investigated the way climate change affects the already delicate political and institutional frameworks of the fragile states, contributing to the deterioration of the health of these populations, in addition to the threatening of food, water, energy and national security, as well as the economies of these countries. The importance of the studying environmental refugees is related to the need to discuss more about a subject that is marginalized by the International law, due to the lack of a specific jurisdiction to such a unique group. The paper contextualizes the issue in Sudan, since it is a country characterized as a Fragile State and currently already suffers from the increase of extreme climatic events and consequently over the years it will become even more a focus when it comes to environmental refugees.Nos dias atuais é completamente ilusório negar a seriedade das consequências relacionadas às alterações climáticas, pois as migrações humanas associadas a esse tipo de fenômeno tendem a crescer cada vez mais. Milhões de pessoas são forçadas a se deslocar do seu âmbito nacional, devido ao fato do seu lar ter se tornado completamente inabitável graças a exacerbação dos fenômenos climáticos extremos. Em busca de refúgio e da possibilidade de uma vida minimamente digna, esses indivíduos buscam em outros países uma chance de recomeçar. O presente trabalhou objetivou entender como os Estados frágeis e as mudanças climáticas conjuntamente provocam refugiados ambientais. Através do estudo dos conceitos associados a esse grupo, buscou-se compreender o atual contexto no qual se encontram inseridos esses indivíduos no sistema internacional. O trabalho também investigou a forma em que as mudanças climáticas atingem as já delicadas estruturas políticas-institucionais dos Estados frágeis, ao contribuir para a deterioração da saúde destas populações, além de ameaçar a segurança alimentar, hídrica, energética e nacional, assim como a economia desses países. A importância do estudo da temática dos refugiados ambientais está relacionada à necessidade de discutir-se com mais profundidade um tema marginalizado pelo Direito Internacional, devido à falta de uma efetiva proteção jurídica adaptada a esse grupo tão específico de indivíduos. Optou-se por contextualizar a temática no Sudão, pois o país é caracterizado como um Estado Frágil e atualmente já sofre com o aumento dos eventos climáticos extremos e consequentemente com o passar dos anos se tornará cada vez mais um foco em relação aos refugiados ambientais
