Social Services for Blitar Younth Development) This study focuses on Social services based on participatory in an effort to realize the social functioning of neglected adolescents. In the process of social services young people are involved directly to participate in each program and activity including orientation periods, physical guidance, mental guidance, social guidance and skills training (automotive, carpentry, sewing and embroidery). The purpose of this study is to describe Participation-based social services in an effort to realize the social functioning of neglected adolescents. This study used qualitative research with a descriptive type where the research data was based on data found in the field. The subjects of this study were adolescents who were joining coaching at the UPT. Social Sevices for Blitar Younth Development. Data collection techniques used were observation, interviews, and documentation. Data analysis technique using interactive model covering data reduction, data presentation and conclusions. The results of this study indicate that, Social services in participation youth has been able to function as adolescent in accordance with their roles personally and environmentally by pursuing their hobbies and interests in respecting opinions, cooperate, adolescents are able to establish friendship and kinship, they can be responsible for their duties and obligations, adolescents can manage themselves and discipline, adolescents can fight for their life goals by opening a business in accordance with the skills training they have been engaged in while at the UPT.
