PELAKSANAAN KEWAJIBAN PENGEMBANG DALAM PENYEDIAAN FASILITAS SOSIAL PERUMAHAN DI KOTA MALANG (Studi Di Dinas Perumahan Dan Kawasan Permukiman Kota Malang)

The increasing population is the one of the demand for the availability of housing that is needed to support the primary needs of society, especially in Malang city. Meanwhile, in the fact in the process of construction of housing is often not accompanied with adequate social facilities. Based on the situation, there is formulation of the problem, namely how the implementation of the obligations of the developer in the provision of social housing in Malang city and of any obstacles to the application developer obligations in the provision of social housing in Malang city. The research used qualitative method and descriptive analysis. Based on the application of the obligations in the provision of social facilities, there were developers who has not fully provide appropriate social facilities which had been stipulated in the regulations. Obstacle to the provision of social facilities in the residential city of Malang there are still some obstacles as factors responsible developer, control factors, factors sanctions and rules. The conclusion that can be drawn from this research is that the developer in the city of Malang city is not fully perform the duties of building a facility that is not in accordance with the site plan.
