La evolución de las políticas regionales en los países andinos: una visión comparativa

The regional policies (RP) in the Andean countries has evolved closely linked with the evolution of the role assigned to the State in the promotion of development. During the phase of the developmental and interventionist State, the PR had the same orientation and climbed up. With the generalized adoption of the Washington Consensus policies in the 1990s, the RP were dismantled much in the same way as the other active policies typical of the developmental State. The turn to the left of the Bolivian, Ecuadorian y Venezuelan governments marked another drastic turn in its RP, this time induced by powerful ethnic and social movements. This article presents a historical and comparative analysis of the Andean Regional Policies in the period comprised second half of the twentieth century and the first decade of the present one and a vision -comparative as well- of current emergent trends.Las políticas regionales andinas (PR) cumplieron durante el periodo 1950-2012 una trayectoria estrechamente ligada con la evolución que tuvo el papel asignado al Estado en los procesos de desarrollo. Durante la fase del Estado desarrollista e intervencionista, las PR tuvieron este mismo signo y fueron en ascenso. Con la adopción generalizada de las políticas recomendadas por el consenso de Washington en los años de 1990, las PR fueron desmanteladas al igual que las demás políticas activas propias del Estado desarrollista. El giro hacia la izquierda de los gobiernos de Bolivia, Ecuador y Venezuela ha marcado otra vuelta de tuerca en las PR de estos países, inducida, esta vez, por poderosos movimientos de reivindicación étnica y social. En este trabajo se presenta un análisis histórico comparativo de las PR andinas en el período de referencia y una visión también comparativa de las tendencias emergentes en la actualidad
