Recognizing that economics lacks and adequate theory of economic growth, this aticle raises the following questions. What are the'differences between the current productive structure of Latin America and that of fifteen years ago? Does the new model of social organization of production generate a better or worse factor productivity than the substitution model? What will be the impact of the change in the global incentives regime on the different countries of Latin America? Whnat are the new scenarios of industrial organization and how are agents adapting to the new rules of the game?
