Participación en el consejo municipal de desarrollo rural sustentable: Texcoco, Estado de México

In the public sector, citizen participation in public decisions tends to be considered in order to improve the quality of public policies, which in turn implies legitimize the State actions. However, "the devil is in the details" and the only indication of this in the regulatory framework is not enough to guarantee an improvement, perhaps the most important challenge lies in its implementation, so that the objective of this research was to determine the scope of citizen participation in the Municipal Council for Sustainable Rural Development, Texcoco, State of Mexico in the period 2009-2012, identifying the legitimacy of social representatives, the process of communication between social and governmental actors, and the effectiveness of the public action. This research was conducted with a mixed approach, quantitative data were obtained from a survey of 42 stakeholders, and qualitative data were generated with a semi-structured interview, direct observation and document analysis. The results show that, public participation is not effective at all, because of the limits and control exercised by the institutions, making the Council a public space that fulfills the operative and active status, but lack the democratic spirit participatory by not seeking representation of rural society and the productive sectors, and limit the communication process, guiding their purposes, so that the public Council action is not effective to meet the real needs of the rural sector in the municipality.En el ámbito público tiende a consolidarse la participación ciudadana en las decisiones públicas con el fin de mejorar la calidad de las políticas públicas, lo que a su vez implica legitimar las acciones del Estado. Sin embargo, "el diablo está en los detalles" y la sola indicación de esta en los marcos normativos no es suficiente para garantizar una mejoría, quizá el reto más importante está en su implementación, por lo que el objetivo de esta investigación fue conocer los alcances de la participación ciudadana en el Consejo Municipal de Desarrollo Rural Sustentable de Texcoco, Estado de México en el periodo 2009-2012, identificando la legitimidad de los representantes sociales; el proceso de comunicación entre actores sociales y gubernamentales; y la efectividad de la acción pública. La investigación se realizó con un enfoque mixto, los datos cuantitativos se obtuvieron de una encuesta aplicada a 42 actores sociales; los datos cualitativos se generaron con una entrevista semi-estructurada, observación directa y análisis documental. Los hallazgos muestran que la participación ciudadana no es efectiva ante los límites y controles que ejercen las instituciones sobre esta, haciendo del Consejo un espacio público que cumple en lo operativo al estar constituido y activo pero que falta al espíritu democrático participativo al no procurar la representatividad de la sociedad rural y los sectores productivos, y al acotar el proceso de comunicación, orientándolo a sus fines, por lo que la acción pública del Consejo no es efectiva para atender las necesidades reales del sector rural del municipio
