Atlantic Highlands master plan report

The Borough of Atlantic Highlands has reached a stage in its life when economic and developmental pressures necessitate the adoption of a Master Plan. Scattered obsolescence in housing indicates that new development will begin in the near future. Unused land on river banks and hillsides must soon be developed to house new people. Declining sales volumes and super matured facilities in the central business district call for positive action to restore vigorous economic and social life to the center of the borough. A comprehensive Master Plan can act as a guide to these activities - a guide which will both control development and growth according to the residents' wishes, and encourage construction and development according to their hopes. The plan will indicate, for each location, whether preservation, rehabilitation, or redevelopment is appropriate, and it will indicate when such action will be necessary. Such a Master Plan, directed toward specific goals, has been developed in cooperation with the elected and appointed officials of Atlantic Highlands. It is presented in this report, in the following parts: Part A, Goals and Objectives, outlines the general long-term wishes of the community in regard to physical, economic, and social development. Part B, Survey and Analysis of Existing Conditions contains basic studies of the present physical and economic situation in the borough, and an analysis of this Situation in terms of its planning implications. Part C, Planning Proposals, describes and discusses the Master Plan for land use, circulation, and community facilities. Recommendations are made regarding possible urban renewal projects and a capital improvements program. Part D, Regulatory Measures, discusses means for effectuating the proposals made in Part C, and contains a revised Zoning Ordinance and the basis for an official map. Part E, Related Considerations, evaluates the Master Plan in its regional setting and discusses the need for a continued planning program
