The Borough of Atlantic Highlands has reached a stage in its life when economic and developmental pressures necessitate the adoption of a Master Plan. Scattered obsolescence in housing indicates that new development will begin in the near future. Unused land on river banks and hillsides must soon be developed to house new people. Declining sales volumes and super matured facilities in the central business district call for positive action to restore vigorous economic and social life to the center of the borough.
