This report documents the methodology and justification used to develop the New Jersey Department of Environmental Protection's "Large Scale Wind Turbine Siting Map." On September 8, 2009, the Department proposed amendments to the Coastal Permit Program rules and Coastal Zone Management rules to address the development and permitting of wind turbines in the coastal zone. As the height and size of wind turbines increase, so does the potential for adverse impacts to both birds and bats due to the operation of the turbines.
