New Jersey Highlands Council Community Partnership Municipal and County Advisory Council: Report from Regional Partnership Meetings

This document reports on the Highlands Municipal and County Partnership meetings in May of 2005. It introduces the New Jersey Highlands and provides the background information to the 'Highlands Act'. The report summarizes key issues, identifies partnership issues, and discusses the next steps to take. Appendices include lists of issues identified by individual partnership sessions, such as economic development, TDR, ratables, open space, legal issues, environmental protection, agriculture and forestry, model ordinances, COAH/affordable housing, and infrastructure capacity.
